The paper tries to answer the question of building educational clusters. It highlights as an example the structure of the START Project, which helps in the development of academic enterprise projects. It presents the advantages and disadvantages of clusters. Partners have the same assignments and they exchange their competencies. The paper also presents structures of clusters where partners have different assignments. One of the aims of clusters is to find a compromise wherever possible.References
